These rules shall apply to any local housing authority created or continued pursuant to the Local Redevelopment and Housing Law, 40A:12A-1 et seq., that owns and manages low-income units and to owners of property of 10 or more rental units receiving project-based Federal rental assistance, hereinafter "project-based housing."
