(a) Only a county may establish a county cooperative contract purchasing system. The county, at it discretion and with the approval of the vendor, may permit contracting units located within the county's geographic boundaries to procure the provision and performance of goods and services for their own needs, subject to the specifications, terms and conditions set forth in the contract awarded by the county.
(b) A county shall authorize the establishment of a county cooperative contract purchasing system by resolution.
