(a) No licensee shall employ or continue to employ any person known to the licensee to have engaged in conduct violative of the rights of residents or who the licensee has reason to believe would be likely to engage in such conduct.

(b) In other than Class F facilities, cooperative sober living residences, every licensee shall have on duty at all times as many employees as may be needed to properly safeguard the health, safety, and welfare of the residents, as required by this chapter. Such employees shall be adequately trained and supervised.
