(a) The following standards are established for the purpose of determining eligibility of residents for rental assistance made with funds appropriated from the Casino Revenue Fund:
1. A person 65
years of age or older shall be deemed to be a "senior citizen".
2. A person having his or her principal
residence within the State of New Jersey who is totally and permanently unable
to engage in any substantial gainful activity by reason of any medically
determinable physical or mental impairment shall be deemed to be a "disabled
resident of the State."
