(a) Level I clothing requirements are as follows:

1. The resource family parent shall ensure that each child in placement has adequate, clean clothing and a permanent place to store it, in accordance with the reasonable and prudent parent standard.

2. The resource family parent shall not require a child in placement to wear any article of clothing that identifies the child as a member of an organization unless the child chooses to wear such clothing.
