(a) The provisions of this chapter apply to:
1. Each petitioner who
wants the Department to adopt a new rule or amend or repeal a current
rule;
2. Each member of the public who
wants the Department to extend the comment period on a rule proposed in the New
Jersey Register;
3. Each member of the
public who wants the Department to hold a public hearing on a rule proposed in the
New Jersey Register; and
4. Each
Department representative.
