(a) This subchapter establishes standards for the humane raising, treatment, care, marketing, and sale of horses, pursuant to the authority accorded by N.J.S.A. 2:44-16.1.
1. All determinations as to whether the standards
for horses have been met shall take into account the age, breed, type, physiologic
condition, size, production level/stage of development of the animal, the daily
maintenance requirements necessary for that particular animal, and environmental
conditions.
