For purposes of the Act, a person is deemed "actually performing the duties of an assessor" who actually exercises the primary responsibility for the day-to-day conduct of the assessor's office and who normally and routinely performs or supervises others in the performance of all of the duties described in N.J.A.C. 18:17-4.1.
