(a) A copy of these rules and regulations, as prescribed by the Director of the Division of Taxation, and as they may be amended, shall be posted in a permanent place in the office of each county board of taxation and in the office of the assessor of each taxing district.
(b) Copies of these rules, as provided by the Division of Taxation, shall be made available by the board to any person who may request them.
