(a) Invitations for Bids should not be cancelled, unless cancellation is in NJ TRANSIT's best interest.
(b) Where an Invitation for Bid is cancelled, bids that have been received shall be returned, unopened, to the bidders and a notice of cancellation shall be sent to all prospective bidders to whom Invitations for Bids were issued or made available online.
