(a) A purchase description may be used in lieu of a specification, where the use of a specification is not feasible.

(b) A purchase description should set forth the essential characteristics and functions of the item or materials required.

(c) Where a "brand name or equal" purchase description is used, prospective bidders must be given the opportunity to offer products other than those specifically referenced by brand name, if such other products will meet the needs of NJ TRANSIT in essentially the same manner as those referenced.
