Any contract or instrument shall be deemed properly executed when signed by the Executive Director, or his or her designee. No contract or purchase order shall be entered into unless all applicable requirements of law, this chapter, and NJ TRANSIT's By-Laws have been met, and the approval of the Board of NJ TRANSIT obtained, when required.
