(a) Under Section 5 of the Air Safety and Zoning Act of 1983, the Commissioner may, notwithstanding any other provisions of this chapter, adopt an amended or special standard for an airport when he determines that local conditions require it. Those standards shall be adopted under the Administrative Procedure Act, 52:14B-1 et seq.
