Subject to appropriations and to the extent allowable, grants and loans may be available to State general aviation airports and facilities, enterprises located at the airports, counties, municipalities, other political subdivisions of the State, persons, or entities that are eligible for aid pursuant to 6:1-89 et seq., and 27:1B-1 et seq.
