(a) The Department may require that a utility tunnel or a bridge be constructed for a pipeline crossing a limited access highway when it can be foreseen that several utility crossings will be needed, or the cost of the tunnel (either a large casing or a box culvert) or of the bridge may be less than that for the alternate of several untrenched or separately encased pipelines. The Department will take steps as necessary to insure that adequate study is made by the utilities to anticipate their needs for future crossings and to converge their facilities to a joint use single crossing.

(b) In a tunnel or bridge that will serve multiple utilities, provision shall be made to isolate mutually hazardous transmittants, such as fuels and electric energy, by compartmentalizing or by auxiliary encasement of incompatible carriers. The utility-tunnel or utility-bridge structure shall conform in appearance, location, bury, earthwork, and markers to the culvert and bridge practice of the Department.
