The applicant will cause to be made a record of all public hearings conducted pursuant to the requirements at N.J.S.A. 48:5A-16.f, which record, with all papers and transcripts filed in the proceeding shall constitute the record for decision. 7 System-wide franchise renewal pre-proposal phase
