Section 13:95-19.31 - Cost of mailing correspondence by indigent juveniles

(a) For indigent juveniles, the secure facility shall provide letter writing materials and shall assume the cost of mailing not more than 12 letters per month so that the indigent juvenile as defined in 13:95-1.3 can maintain community ties with family and personal friends.
(b) The secure facility shall not assume the cost of postage on:
1. Registered mail;
2. Certified mail;
3. Preferential mail; or
4. Insured mail.
