(a) The Commission is authorized to ensure compliance with the core requirements of the JJDP Act including:

1. Deinstitutionalization of status offenders;

2. Separation of juveniles from adult offenders; and

3. Removal of juveniles from adult facilities.

(b) The Commission is also authorized to monitor facilities for compliance with the provisions of this chapter including, but not limited to:

1. The physical design and layout of facilities, including the design and furnishing of secure holding rooms or cells;

2. Operational procedures at facilities;

3. Procedures and formats for recordkeeping and reporting; and

4. Facility staffing levels;
