(a) The rider coach shall maintain an attendance roster supplied by the Motor Vehicle Commission for each class that shall include each participant's name, permit, license or endorsement number, testing scores, the MSE course in which the participant is enrolled and the dates of the class.
(b) On each day that a class meets, prior to the start of instruction and training in the course, the rider coach assigned to the class shall:
1. Take attendance; and
2. Ensure that each participant:
i. Possesses the motorcycle license or endorsement or motorcycle operator examination permit required for participating in the course, if applicable;
ii. Possesses the protective gear required by 13:85-2.2(a) if range training and instruction are scheduled for that day;
iii. Has all necessary classroom instructional materials; and
iv. Where the participant supplies a motorcycle, scooter or three-wheel vehicle, possesses the documentation concerning ownership, registration, and insurance required by N.J.A.C. 13:85-2.
(c) At the completion of the curriculum and all testing, there shall be a closing class meeting, at which the rider coach shall:
1. Distribute to each participant who has successfully completed the course, the appropriate course completion documents; and
2. Explain to each participant who has not successfully completed the course the deficiencies reflected in any written knowledge test and/or skills evaluation that the participant failed to successfully complete and the scores received in each and shall, upon request, review with the participant a copy of the knowledge test, the participant's answer sheet and individual score sheet for the motorcycle operator's skill test.
