The Legislature has determined that it is in the public interest to ensure that workers' compensation insurance or self-insurance coverage is available to horse racing industry employees. Pursuant to N.J.S.A. 34:15-129et seq., this chapter exists to provide workers' compensation insurance for horse racing industry employees while they are engaged in the activities for which they are licensed and to create a mechanism to make assessments to pay the premiums of such coverage.
