Any vehicle illegally parked in a State parking area so as to hinder or obstruct traffic flow, other legally parked vehicles or the removal of snow by snow removal equipment operators may be towed from the area to a place of safe storage and the cost of towing and storage will be incurred by the owner of the vehicle in violation.
