(a) Any boxer who tests positive for drug use shall be penalized as follows:
1. First offense: 90 days' suspension;
2. Second offense: 180 days' suspension, and
mandatory enrollment in a supervisory treatment program approved by the State
Commission; and
3. Third offense: Two
years' suspension without appeal.
