(a) The rules contained in this chapter provide for the licensing and regulation of elevator mechanics, implementing the provisions of the Elevator, Escalator, and Moving Walkway License Law, P.L. 2012, c. 71 (N.J.S.A. 45:14H-1et seq.).

(b) This chapter does not apply to any person who installs, constructs, alters, services, repairs, tests, or maintains a stairway chair lift in a dwelling unit.
