A person who drives a motorized bicycle carelessly, or without due caution and circumspection, in a manner so as to endanger, or be likely to endanger, a person or property, shall be guilty of careless driving and may, in the discretion of the Chief Administrator, upon notice and an opportunity to be heard pursuant to the procedures in N.J.A.C. 13:19-1, forfeit his or her driving privileges for a period not to exceed 30 days.
