(a) The Chief Administrator or his or her designee may deny, suspend, or revoke an instructor's license, or refuse to issue an instructor's license or a renewal thereof, for any of the reasons specified in 39:12-1 et seq. or 13:23-2.12, or for failure to comply with any of the provisions of this subchapter, or for other good cause, after due notice in writing thereof, in accordance with the provisions of 39:12-1 et seq. and the "Administrative Procedure Act," 52:14B-1 et seq.

(b) The Chief Administrator or his or her designee may deny, suspend or revoke an instructor's license, or may refuse to issue an instructor's license or a renewal thereof, if such instructor or applicant has accumulated seven or more points by reason of convictions for violations of the Motor Vehicle Law or has been convicted of a violation of 39:4-50, 39:4-50.2 or 39:4-49.1, or has incurred a conviction or administrative determination of a substantially similar offense in any jurisdiction.
