Pursuant to the authority granted to administrative agencies to interpret statutory language, the phrase "while in the company of and under the control of a driver licensed by this State to operate such designated class of motor vehicles" in 39:3-13 is interpreted by the Motor Vehicle Commission as provided in 13:21-2.2 and 13:21-2.3.
