(a) No individual permit shall be issued to and no blanket permit shall cover any person under the age of 16 years except:
1. caddies, pinsetters or similar
temporary or seasonal type employees as the Director may deem appropriate upon a
showing of good cause and
2. Persons
employed by a plenary or limited retail distribution licensee; such licensee may not
employ any person under 15 years of age.
