(a) The Superintendent or designee shall make a determination with respect to the specific staffing and security arrangements required when transporting a juvenile. A careful review shall be made of the individual case to determine the most appropriate staffing and security arrangements for each trip.

1. If the Superintendent or designee determines that adequate security arrangements cannot be provided by community program staff he or she shall report that determination to the Director of Community Programs or designee.

2. Upon concurrence of the Director of Community Programs, a request for juvenile transport shall be forwarded to the Commission's Office of Investigations.

(b) The searching of juveniles by community program staff shall be in accordance with the requirements of N.J.A.C. 13:103-11.
