(a) A preliminary assessment based upon the review of existing data shall be conducted to determine whether an individual is eligible for vocational rehabilitation services and to assign the priority category for the order of selection for services pursuant to 12:45-1.8.
(b) To the extent additional data is necessary to make such determination and assignment, such data will be secured by the counselor.
