Where a report to the Department of Community Affairs by the qualified job counselor under 12:23-12.7 results in a determination by the Department of Community Affairs under N.J.A.C. 5:42 to deny admission to the State rental assistance program or to terminate State rental assistance, an appeal may be pursued through the termination/hearing process set forth at N.J.A.C. 5:42-4.
