(a) All electrical equipment which might communicate fire to adjacent flammable material shall be of a type which will confine heat and flame within the equipment, and it shall be so installed and located that no flammable material will be exposed to fire from such equipment.

(b) The area immediately surrounding a substation shall be kept free from grass, weeds and underbrush.

(c) Efficient fire extinguishers or other equipment for fighting electrical fires shall be kept at or near all electrical stations or substations.
