The Division shall administer and enforce this subchapter. All the powers, duties and responsibilities vested in the Commissioner by 43:21-6.2 through 6.8, are hereby delegated to and vested in the Director, except the power to adopt, amend or repeal rules and the power to make final administrative determinations resulting from any of the hearings required or permitted to be held pursuant to the Administrative Procedure Act, 52:14B-1 et seq. and 52:14F-1 et seq.
