The purpose of this subchapter is to record the policies and practices which the commissioner has traditionally applied to assure that individual health insurance benefits are reasonable in relation to the premiums charged, as required by N.J.S.A. 17B:26-1h, and to further expand those policies and practices in order to comply with the additional requirements of 17B:26-45.
