Nothing in this subchapter shall prevent the Commissioner from at any time initiating an action pursuant to 17:29A-1 et seq. to direct that rating systems be altered or revised if found to provide for, result in, or produce rates which are unreasonable, inadequate, or which discriminate unfairly between risks in this State involving essentially the same hazards and expense elements.
