(a) This subchapter sets forth procedures for the assessment of carriers for purposes of making contributions to the Workers' Compensation Security Fund pursuant to 34:15-108.
(b) This subchapter shall apply to all carriers authorized or admitted to transact workers' compensation insurance in this State pursuant to Title 17 of the Revised Statutes.
