This subchapter applies to all persons seeking to form a property and casualty insurance corporation or reciprocal insurance exchange in this State. This subchapter also applies to any domestic property and casualty insurer seeking to be designated a domestic surplus lines insurer pursuant to N.J.S.A. 17:22-6.6 9b.
