(a) A facility shall develop, and implement on a continuing basis, and internal administrative quality assurance system which shall ensure:
1. Compliance with pertinent Federal, State
and local laws and regulations;
2.
Effective implementation of the facility's internal policies and procedures;
and
3. An annual summary
encompassing the results of the requirements in (a)1 and 2 above including a
corrective action plan.
