(a) All meetings of the review panel shall be documented, including a summary of the results of the meetings.

(b) The evaluation of the applicant's proposals shall be in writing using a pre-established evaluation form that explains the rating system used for the evaluation.

(c) Proposal shall be evaluated by a review panel using, at minimum, the required general criteria of the written RFP as outlined in 10:3-3.6. At a minimum, the information required by 10:3-3.6(a) shall be evaluated by a review panel to ensure satisfactory documentation, capability, clarity, reasonableness and consistency with the needs and requirements of the RPF.
