An applicant or recipient may appear at a proceeding without legal representation or may be represented by an attorney or by a relative, friend or other spokesperson pursuant to the procedures set forth in 1:1-5.4 ; 7 C.F.R. 273.15(f) ; 45 C.F.R. 205.10(a)(3)(iii) ; and 7 C.F.R. 273.15(p)(2) .
