(a) Any interested person may, before 30 days after final adoption of a rule, request a written explanation of that rule by making a written request to the commissioner.
(b) The request shall include:
(1) The name and address of the
person making the request; or
(2)
If the request is that of an entity, the name and address of the entity and the
name and address of the representative authorized by the entity to make the
request.
