(a) A person wishing to become certified as a soil or wetland scientist shall submit an application form provided upon request by the board containing the information specified in Soil 301.02 and 302.02, including the application fee specified in Soil 301.04.

(b) The board shall acknowledge receipt of an application within 60 days of receipt and shall notify the applicant of any deficiencies in the application. Failure to remedy the deficiencies within 60 days shall result in dismissal of the application. An application shall be considered on file with the board when all deficiencies are corrected.

(c) If the application is denied, the applicant shall be provided an opportunity to request a hearing for reconsideration pursuant to Soil 213 on the deficiency issues identified by the board. Any such request shall be made in writing and received by the board within 30 days of the receipt of the notification of denial.

(d) Applications about which there has been no communication by the applicant to the board for one year shall be destroyed.
