REVISION NOTE:
Document #13448, effective 9-20-22, readopted with amendments Chapter Saf-C 6500 titled "Alcohol Ignition Interlock Device" and re-titled the chapter as "Ignition Interlock Program." Document #13448 added new rules, deleted existing rules, and extensively reorganized and renumbered the rules that remained from the former Chapter Saf-C 6500.
The prior filings affecting the former Chapter Saf-C 6500 included the following documents:

#10082, eff 1-31-12
Document #10082 contained the entire Chapter Saf-C 6500, but the rules did not expire on 1-31-22 since they were extended pursuant to RSA 541-A:14-a until replaced by the rules in Document #13448, effective 9-20-22.
However, Document #13322, effective 12-30-21, had also adopted Chapter Saf-C 9900 titled "Ignition Interlock Program" as an emergency rule effective 12-30-21, which expired 6-28-22 pursuant to RSA 541-A:18, II. The emergency rule was intended to implement 2018, 122:4, which required, pursuant to RSA 265-A:36, IV-a, that all ignition interlock devices in use by 1-1-22 be an "enhanced technology ignition interlock device" as defined in RSA 259:28-b. The rules in Chapter Saf-C 6500 in Document #10082 did not provide for the licensure of approved providers of these enhanced devices. The Commissioner of the Department of Safety therefore found that Chapter Saf-C 9900 was necessary as an emergency rule pursuant to RSA 541-A:18, I, which was effective concurrently with Chapter Saf-C 6500 in Document #10082 until the emergency rule expired 6-28-22.
Chapter Saf-C 6500 in Document #13448 replaces all prior filings on the ignition interlock program in the former Chapter Saf-C 6500 and former Chapter Saf-C 9900.
