No person shall operate a vessel at a rate of speed exceeding 10 miles per hour on that section of Lake Winnipocket in Webster north of a line running between Austin's Point on the west to the cottage presently owned by Clinton Frothingham on the east. However, this restriction shall not apply between the hours of 12:30 p.m. and 3:30 p.m. daily.
