(a) Shells shall be ignited by lighting the tip of the fuse with a fusee, torch, portfire, or similar device. The operator shall never place any part of his or her body over the mortar at any time. As soon as the fuse is ignited, the operator shall retreat from the mortar area.

(b) All manually fired shells shall have a safety cap installed over the exposed end of the fuse.

(c) Safety caps shall only be removed by the shooter, and shall be only removed just prior to igniting the fuse.
