Tools used for opening or closing containers of display fireworks shall be of non-sparking materials, except that metal slitters may be used for opening fiberboard containers. A wood wedge and a fiber, rubber, or wooden mallet shall be used for opening or closing wood containers of display fireworks. Metal tools other than non-sparking transfer conveyors shall not be stored in any magazine containing display fireworks.
