Notwithstanding any other rule to the contrary, upon receipt of the information set forth in Saf-C 516.02, a permit to operate an uninspected motor vehicle shall be issued to a person for a period not to exceed 48 hours, for the sole purpose of taking the vehicle to an authorized inspection station, provided the vehicle is properly registered. No person shall be issued a permit pursuant to this section more than once in a single registration period.
