(a) Purple heart plates shall be issued to a vehicle owned by a person who was awarded the Purple Heart medal pursuant to RSA 261:86, I(d).
(b) Purple heart plates shall:
(1) Have the purple heart medal with the
words "PURPLE HEART" on the left vertical border; and
(2) Have one to 4 alpha numerical
characters.
