Multi-Use decal plates authorized under RSA 261-B or RSA 261-C shall:
(a) Have up to 5 numerical or alpha characters, none of which shall be preceded solely by zeros;
(b) If a vanity plate as defined in Saf-C 508, have up to 5 characters that otherwise conform to the requirements of Saf-C 513.62(c);
(c) If a veteran plate, shall be issued to a motor vehicle registered pursuant to RSA 261:87-b; and
(d) If a veteran vanity plate, shall have 1 to 5 characters that otherwise conform to the requirements of Saf-C 513.62(c).
