(a) An application for registration made by a unit of local, county, or state government or by a school district, volunteer fire department, the civil air patrol, law enforcement agency, or a public or private educational institution for the purpose of student driver training shall be submitted, in person or by mail, to:

(b) An application for a permanent unlisted registration made by a law enforcement agency shall be completed and submitted on form RDMV 100 (5/22) to the director of motor vehicles at the address set forth in (a) above.

(c) The department shall refuse to issue a permanent unlisted registration unless satisfied that:

(1) The vehicle to be registered is owned by a local, county, state, or federal agency;

(2) The permanent unlisted registration is required for law enforcement purposes; and

(3) The vehicle registered shall only be used for undercover law enforcement purposes and is not intended for regular patrol duties.

(d) An applicant for form RDMV 100 shall be signed under penalty of unsworn falsification, pursuant to RSA 641:3.
