(a) Volunteers who wish to be certified by the department shall complete the training program specified in this rule.

(b) At a minimum, training courses shall provide instruction on the following topics:

(1) Safe boating practices, including boating laws and rules;

(2) Required boat equipment;

(3) Navigational aids, including global positioning satellite mapping techniques;

(4) Boat registration;

(5) Environmental and wildlife conservation issues;

(6) Effective observation and communication techniques;

(7) Public relations; and

(8) The role of the volunteer in the assisted lake protection program.

(c) Any private entity may make application to the commissioner for approval to provide volunteer training sessions by sending the information in (d) below to the:

(d) Applications pursuant to (c) above shall include:

(1) The name, address, and phone number of the applicant;

(2) An outline of the training curriculum, that includes at a minimum the topics listed in (b), above;

(3) A description of the applicant's previous training experience, including relevant education and boating experience;

(4) The community in which the applicant plans to provide training sessions; and

(5) Signed by the private entity making application.

(e) The commissioner shall approve the application if:

(1) The curriculum meets the criteria in (b); and

(2) The applicant has demonstrated training and a minimum of 5 years of boating experience to effectively train volunteers.

(f) Upon complaint, the commissioner shall rescind approval for the private entity if it is determined, after investigation and an opportunity for a hearing, that the private entity is not providing the training specified in (b).

(g) A person shall receive a certificate of completion from the course provider, a copy of which shall be sent to the division of safety services, marine patrol bureau, Dock Road, Glendale, NH 03247, by the training provider.

(h) The certificate in (g) shall include the:

(1) Name of the person completing the training;

(2) Date of training; and

(3) Name of training provider.
